Thorium Ore spawns only in the Howling Sands biome of the map. It is the desert zone on the map. The map layout is different for every player, so you will have to explore further to locate the desert zone. After locating the desert, gear up properly to face challenges, as you will be exploring for some time to find Thorium Ore, as it is a big zone. Specifically, you are looking for nodes with green gems sticking out.
These are the Thorium Nodes that spawn both on the cliffs and inside the caves in Howling Sands. As you make your way to the desert, check the cliffs for any Thorium Nodes. You can mine the Thorium Nodes using any Pickaxe. It does not require a specific Pickaxe tier to mine Thorium. You will be good at mining Thorium Ores even with your Crude or Copper Pickaxe.
